Government renames fuel tax, extends EV fee exemption to 2031

As electric vehicle adoption continues to grow, Taiwan is updating its road-use taxation framework based on the principle that all road users should contribute to infrastructure costs.
The Legislative Yuan has approved amendments that officially rename the long-standing vehicle fuel tax as the "Highway Maintenance Fee". However, electric vehicle owners will remain exempt from the fee until at least 2031.
The Highway Bureau under the Ministry of Transportation and Communications had previously proposed renaming the "Vehicle Fuel Usage Fee" to the "Highway Use, Maintenance and Safety Management Fee", commonly referred to as the Highway Maintenance Fee. With the passage of amendments to Article 23 of the Urban Roads Act, the fuel-based levy has now been formally replaced.
The change reflects a shift towards a user-pays approach. Traditionally, the vehicle fuel tax has funded the construction, improvement and maintenance of roads. As electric vehicles do not consume fuel, they have not been subject to the charge. Authorities have stated that increasing EV adoption has resulted in owners of conventional vehicles bearing a larger share of road maintenance costs. Under the revised framework, electric vehicles are expected to contribute to these costs in the future.
Despite the name change, motorists will see little immediate impact. According to vehicle inspection authorities, only the title of the fee has changed, while collection schedules, payment methods and fee structures remain unchanged.
Private passenger vehicle and motorcycle owners will continue to pay the fee annually in July, while commercial vehicle operators will continue to be charged quarterly. Collection will remain the responsibility of the Highway Bureau, with revenue allocation coordinated between the Ministry of Transportation and Communications and the Ministry of the Interior.
The collection mechanism and fee structure for electric vehicles remain under discussion by lawmakers and government agencies. The current exemption for electric vehicles has been extended until December 31st, 2030, as part of Taiwan's 2050 net-zero emissions strategy. Consequently, EV owners are not expected to begin paying the fee before 2031.
