Government reviews global dual-cab pickup rules, seeks local market reforms

Vietnam's Ministry of Construction has instructed relevant agencies to study international practices, review existing regulations, and propose solutions relating to dual-cab pickup trucks by June 20th.
The ministry has issued a directive requiring relevant units to examine international laws and practices, review Vietnam's regulations, and assess local traffic management policies to identify challenges and develop solutions for dual-cab pickup trucks.
Under the directive, the Vietnam Road Administration has been tasked with leading a review of the implementation of Document No. 2612/CDBVN-TCGT, dated May 12th, 2026. It will also compile information on traffic management measures adopted by local authorities concerning dual-cab pickup trucks.
The agency is required to clarify outcomes, issues that have already been resolved, remaining shortcomings, and the reasons behind any implementation difficulties.
In addition, the ministry has instructed the Vietnam Road Administration to review the legal frameworks of the countries referenced by Ford Vietnam in Document No. 157/2026/CV-FVL concerning traffic regulations for dual-cab pickup trucks. The review will examine the legal basis of these regulations, the authorities responsible for issuing them, their scope of application, and the relationship between vehicle classification rules and traffic management regulations.
The agency is also required to distinguish between legal regulations and traffic management measures implemented by road authorities or local governments in the operation and management of road infrastructure.
Based on its findings, the administration will assess the suitability and applicability of international practices within Vietnam's legal framework and practical conditions. It will also evaluate whether existing regulations require amendment and propose changes to legal provisions governing traffic management for dual-cab pickup trucks while ensuring consistent implementation nationwide.
The Vietnam Register has also been assigned to review international regulations and practices referenced by Ford Vietnam relating to vehicle classification, including dual-cab pickup trucks. The agency must clarify the legal basis, classification criteria, and regulatory objectives applied in other countries.
At the same time, it has been instructed to clarify the purpose of vehicle classification in Vietnam and evaluate the relationship between classifications used for technical management, vehicle inspection, registration, taxes and fees, and their impact on traffic regulations.
The ministry has also requested that the Vietnam Register identify similarities and differences between Vietnam's regulations and those of other countries.
In addition, the agency will review current Vietnamese regulations relating to dual-cab pickup trucks, assess whether they are consistent and coordinated, and propose amendments where necessary to ensure compatibility with state management requirements, international practices, and Vietnam's practical conditions.
The Ministry of Construction has also instructed both the Vietnam Road Administration and the Vietnam Register to coordinate with Ford Vietnam, the Vietnam Automobile Manufacturers' Association, specialised management agencies, local authorities, and other relevant organisations throughout the process. The final report, containing research findings, evaluations, and recommendations, must be submitted to the Ministry of Construction by June 20th, 2026, for consolidation and further consideration by the ministry's leadership.
